LEADER/CLLD State Support
LEADER-CLLD Support Programme is initiated by the Ministry of Environmental Protection and Agriculture of Georgia. The Programme is planned to start in 2023. The Programme will be implemented by the N(N)LE Rural Development Agency.
The programme envisages institutional involvement of local partnerships (Local Action Groups) into the programme delivery cycle. Based on the programme criteria and LAG’s own Local Development Strategy (LDS), the programme envisages funding of projects selected by LAGs. Main focus areas to receive funding cover support to local entrepreneurship, sustainable use of natural resources, energy-efficient and renewable energy development and innovative solutions.
Programme will give additional priority to project applications that have positive social impact, address social aspects/challenges in an innovative manner that contribute to the inclusiveness of rural society and support rural entrepreneurs.
Authorization/Selection of eligible Local Action Groups
Selection of eligible LAGs is made by the Managing Authority under MEPA in consultation with the Rural Development Agency (RDA) and Georgian Association of Local Action Groups (GALAG). Application submission to obtain authorization as per qualification criteria will open upon the Programme announcement.
Authorization/Selection process will be implemented in 4 (four) stages:
Stage 1: Potential LAGs submit applications in the Rural Development Agency to undergo verification process confirming the compliance with minimal criteria.
Stage 2: Initial evaluation of LAG applications by the Rural Development Agency, in consultation with the Georgian Association of Local Action Groups - GALAG (as needed). RDA may request additional documentation.
Stage 3: Sending selected/recommended LAG applications to the Ministry of Environmental Protection and Agriculture for granting authorization.
Stage 4: Authorization of selected/recommended LAGs. Informing qualified Local Action Groups.
Timeline for receiving and granting authorization is determined by the Ministry of Environmental Protection and Agriculture of Georgia, N(N)LE Rural Development Agency in consultation with GALAG.
